Ambulance NSW Inspector Rob Kembrey said the young man had lost his balance and footing, tripped and got a "nasty head laceration" about 12.40pm.
"The man was down in Thirroul holidaying with friends," Inspector Kembrey said.
"Paramedics from the area and a doctor from Toll ambulance helicopter treated the man.
"The man was then taken to St George Hospital in a stable condition.
"He is expected to make a full recovery."
