Police were watching when Joshua Roberts met another man in the carpark of Harvey Norma Warrawong on the afternoon of November 16 last year to carry out the drug deal.
Officers waited until they saw Roberts get into the other vehicle then pounced on the exchange.
A search of the vehicle uncovered multiple heat-sealed bags of heroin spread throughout the car.
In total, detectives seized 16.12 grams of heroin.
They also discovered $7,000 in cash secreted down Roberts' underwear and a further $800 in his jacket and wallet.
Roberts was charged with supplying an indictable amount of a prohibited drug and dealing with proceeds of crime.
He pleaded guilty to the charges during a recent court appearance.
Magistrate Michael Stoddart ordered a background and sentencing options report ahead of Roberts' sentencing hearing on August 6.
