Six Fire and Rescue crews had a late night call out to a Macquarie Street unit balcony on the third floor about 1.20am on Friday.
A Fire and Rescue spokesman said firefighters worked quickly to extinguish the blaze by about 1.30am.
Angus Kelly was with his girlfriend and a friend Alex Bennett in an neighbouring house when they saw the fire in the unit block behind them.
They jumped the fence before Mr Kelly and Mr Bennett entered the building.
They started banging on doors to wake people up so they could evacuate.
"We saw two people on a balcony next to the one on fire and they hadn't realised yet," he said.
"I woke up an older lady and helped her get outside with her big greyhound-like dog."
Mr Kelly said the occupants of the unit and their cats evacuated.
The fire was contained to the balcony and did not enter the unit.
Three people were checked by Ambulance NSW paramedics for smoke inhalation.
No one was transferred to hospital and police were also in attendance.
The spokesman said the cause of the fire had not been identified yet.
