Andersen is the final piece of Matt Flinn's roster puzzle, providing valuable experience alongside Josh Boone and AJ Ogilvy.
The 39-year-old Andersen and 34-year-old Brooks played together at the Houston Rockets in 2009-10.
With teenage NBA draft prospect LaMelo Ball, Boomers representative Todd Blanchfield and Boone in the squad, as well as a cast of returning players, including rising star Angus Glover, Andersen is excited about the Hawks prospects.
"I think Hawks have done a great job bringing a core group back to carry over from last year whilst adding lots of exciting pieces to the puzzle," he said when the signing was announced.
"Speaking with Coach Flinn, I know he is just as excited about it as I am. It's great to be back on board with the Hawks and I'm excited to help lead the team this year."
Andersen has spent the off-season playing in the French league with Strasbourg.
He declared Brooks will be a key weapon for the Hawks in their bid to be an NBL title contender. after missing playoffs this year.
"I played with Aaron back with the Houston Rockets, his range and ability to score from anywhere will make him a real danger in the NBL," he said.
The Hawks will play a pre-season game against Melbourne United at Ballarat on September 13, then the NBL Blitz tournament in Tasmania on September 19-22.
