The inmate, Sunjay Dayal, aged 35, is from the low-risk jail, Illawarra Reintegration Centre.
Dayal was with other inmates at a community project work site at Mount Keira Scout Camp to do maintenance work.
He was under the supervision of correctional service officers from the centre.
Wollongong police Inspector Don Faulds said Dayal was present at the 10.30am muster but went missing at 11.50am.
Police were notified and officers launched an investigation to find him.
Insp Faulds said police from different commands were following up with Dayal's known associates and former addresses.
Dayal is described as being of Indian Sub-Continental appearance, 170cm tall, of thin build with black hair and brown eyes.
Police are appealing for public assistance to find him.
They do not believe Dayal is still in the Illawarra.
Police are warning members of the public not to approach the man, but to instead call Triple Zero (000) immediately.
