Reports suggest the 23-year-old, who has committed to a long-term deal, has cost the English Premier League club in excess of STG15million ($A27 million).
He follows defenders Lloyd Kelly and Jack Stacey to the Cherries ahead of the new season.
"As soon as I heard of the club's interest, there was never any doubt in my mind," Billing told the Bournemouth club website.
"It was an easy decision to make to come into a squad which is full of talented, international players and working with a manager of Eddie Howe's quality."
Billing joined Huddersfield's youth set-up in 2013, making his first-team debut in April 2014 and playing 91 times in total, scoring six goals.
"Philip may be young but already has a wealth of first-team experience, including two seasons in the Premier League," said Bournemouth chief executive Neill Blake.
"He is incredibly talented, has already proved himself at the highest level and has much more to come.
"Philip will add competition and further quality to our central midfield positions and this is another exciting addition to our squad."
