Transport Minister Andrew Constance has released footage from buses that show pedestrians with their heads down, looking at their phones while they step out onto the street.

Other examples show a cyclist pedalling across multiple lanes of traffic despite the green light and a man looking to his right while a bus bears down on him to his left.

Mr Constance blasted the "zombie-like behaviour" from the pedestrians, saying it was on the rise.

"There are pedestrians crossing roads distracted, head down, looking at their phone," Mr Constance said.

"We have others running across roads in front of moving vehicles.

"The basic road sense we teach our kids is being discarded by adults through either impatience or complacency. I urge all pedestrians to keep your head up, obey the traffic lights and please look out before you step out."

NSW Centre for Road Safety data suggested children were better than adults when it came to crossing the road safely.

The data found 86 per cent of pedestrians killed or injured in crashes in 2018 were 18 or older.

This year, the pedestrian road toll statewide sits at 38 - three of those fatalities involved a bus.

"The last thing a bus driver wants is to be involved in an incident with any road user," said State Transit CEO Steffen Faurby.

"A standard 12.5 metre-long bus can weigh up to 18 tonnes, and while they are operated by professional drivers these vehicles cannot stop easily or quickly."
