Two-time World Cup player Scott Chipperfield came on in the second half as captain Tor Preece scored a 74th minute winner, Bellambi beating Oak Flats 2-1 in the grand final at John Crehan Park.
Bellambi had won the league by six points, opening the door to promotion next year, with Fernhill to drop if the Rosellas accept their fate.
Coach Andrew Paine praised Bellambi's dead ball work, as they sealed their place as the second-tier's dominant force.
"It was a couple of set-pieces that got us home, which has been a weapon of ours [all season] and at the end some desperation at the back,," Paine told Football South Coast. "The boys were blocking shots and getting in front of challenges."
Bellambi opened the scoring soon after half-time, with Kyle Hezebroek heading into his own net, however, Oak Flats had equalised soon after the resumption, when Hayato Sadamori knocked in Bojan Caric's cross.
Seven minutes after Chipperfield - who first played for Bellambi at the age of four - came on to the pitch, Preece's header delivered the winner with his head.
Bellambi had been unbeaten until the final round when they lost to second-placed Helensburgh, but Thistle made an early finals exit.
The Rosellas were the first to qualify for Saturday's decider with a 4-1 extra-time win over Oak Flats, who pushed past Thirroul in the preliminary final.
