There will be a grace period to allow drivers to get used to the change.
From November 12, the limit on a 900-metre stretch of Crown Street from Gladstone Avenue to Mangerton Road will drop from 60km/h to 50km/h.
This section includes a red-light speed camera at the intersection of Crown Street and Gladstone Avenue.
A Transport for NSW spokeswoman said the speed camera would operate in warning mode for one month after the change, with drivers sent a warning letter rather than a fine.
The drop comes after a Transport for NSW speed zone review in the wake of the 2018 traffic signal upgrade at the intersection of Crown and Darling streets.
The spokeswoman said the stretch of road had "a significant crash history".
"The review assessed a number of factors including crash history, traffic volumes and road alignment," the spokesperson said.
"This section of Crown Street passes Wollongong public and private hospitals as well as a number of retail and food outlets and, as a result, pedestrian traffic is high.
"We know many pedestrians cross from their parked cars to reach the services located on either side of the road."
The change to signage along Crown Street will take place on November 11, between 6pm and 6am.
During this work changed traffic conditions, including single lane closures and a reduced 40km/h speed limit, will be in force.
