Robert Garcia fronted court charged with three counts after police allege they found a phone in his home with up to 700 images of children.
Police facts tendered to court identified the material as falling into Interpol's category one and two for child abuse material.
Police had gone to Garcia's Shellharbour Road house for a concern for welfare after he rang Lifeline, said it was "too late" and then hung up the phone.
Police facts allege Garcia had a history of similar nuisance calls.
When they arrived at the house, police found no one home and forced entry through the door.

Once inside, police found a mobile phone with around 700 photos of "child abuse imagery".
They also allegedly discovered a pair of soiled girls' underpants on a bedroom shelf and a 65cm doll with blonde hair styled in pigtails, wearing only a pink top with a hole cut in the crotch.
On the phone police also allegedly found a video of Garcia having sex with the doll, via a plastic tube inserted into the crotch.
When Garcia returned to the Shellharbour Road house, police questioned him.
The facts tendered to court state he declined to answer any questions about the soiled underwear but, in reference to the images and doll said "he was 'an artist' and there was nothing wrong with the material".
Garcia applied for bail, his solicitor stated he had no relevant criminal history and had no computer in his home.
His solicitor suggested Garcia might be a victim of brain damage.
Magistrate Roger Clisdell granted Garcia conditional bail under a number of strict conditions, including that he not use alcohol or drugs, report to police not possess a mobile phone that can connect to the internet.
Garcia will return to court on November 19.
