Thursday's Dapto Dogs race meeting has been ordered to go ahead with an emergency restraining order issued against the Dapto Showground owners at the eleventh hour.

A NSW Supreme Court ruling was handed down in Sydney just after 4pm, hours before the races are due to begin.

This has forced the Dapto Agricultural and Horticultural Society, which owns the land, to open the gates for Greyhound Racing NSW, trainers and owners.

Until the matter returns to court on November 11, they are restrained from "preventing or hindering the conduct of any race meeting at the racecourse known as 'Dapto Dogs'".

However, a track inspection still needs to be done before the Dapto meeting goes ahead, with the first race scheduled for 7.09pm.

If the races go ahead, they will be run by a GRNSW-appointed administrator, and not the Dapto Greyhound Racing Club, which is a sub-committee of the Agricultural and Horticultural Society.

Dapto Dogs has been ordered to obey any instructions from the administrator, Grant Carroll, about allowing participants, owners, trainers and members of the general public to be given access to the grounds.

However, this order is only in place for four days, until the matter returns to court.

Speaking outside the locked showground gates on Thursday morning, GRNSW chief executive Tony Mestrov said he had appointed Mr Carroll to take over the Dapto racing organisation amid concerns about "financial reporting" of the club.

His fiery press conference came after the society announced on Wednesday that the iconic track would close after negotiations over a new contract failed.

The society said the greyhound racing licence had expired on October 31, and that they had been presented with a "non-negotiable three-year term [which] forced us into an unwinnable and financially damaging situation without the certainty of our regular Thursday night timeslot".

However, on Thursday morning Mr Mestrov said the licence had been extended until the end of November.

"This is firstly a win for the participants of greyhound racing in NSW," Mr Mestrov said after the court ruling.

"It is unfortunate that it took a court order to obtain access to the Dapto venue, but we promised to fight for the participants and we have won the right to conduct a meeting at Dapto tonight.

"While we will go ahead with racing at Dapto tonight, we will now also get to work on addressing the issues with the Dapto Agricultural and Horticultural Society (DAHS) and its board and try to understand why the participants and GRNSW have been undermined in such a way.

"As we announced earlier today we have appointed an administrator to take over running of the Dapto club.

"We will be making further announcements tomorrow."

Greyhound Racing NSW's negotiating tactics have been labelled as "reprehensible" by the operators of Dapto Showground, who released a statement refuting comments made at a fiery media conference on Thursday morning.

The Dapto Agricultural & Horticultural Society said it refutes statements made by Greyhound Racing NSW CEO Tony Mestrov, who fronted media and racing participants outside the showground at 10am.

He threatened legal action against the society, which runs the Dapto Greyhound Racing Club through a sub-committee, and said GRNSW had installed an administrator over the club, effective immediately.

He also said he held concerns about the management of the Dapto club, saying it has refused to provide full access to its financial records.

In a statement, the society has rejected this, and called for Mr Mestrov's resignation.

"Dapto was issued with a three-year a non-negotiable ultimatum by Greyhound Racing NSW and this is documented in writing by Greyhound Racing NSW," the society said.

"Mr Mestrov has never visited the Dapto Showground to meet with our CEO or Board over this or shown a desire to work with us on a fair deal.

"Mr Mestrov inaccurately stated that we have not responded to his financial questions, when in fact our accountant has responded to all of them in writing. We also provide Greyhound Racing NSW with our audited financials every year - we have nothing to hide.

"Mr Mestrov failed to come to agreement on a new deal in a timely matter, and his tactics to try and push through a commercially unviable deal are reprehensible."

The Mercury understand there is a dispute over plans to move the Dapto club's traditional Thursday night race meet to Saturday, and well as concerns about the club's place in any broadcasting deals with Sky.

GRNSW and the agricultural society are due to meet in court this afternoon, after the racing body lodged a last minute bid to gain access to the showground to allow tonight's meeting to go ahead.

The Minister for Better Regulation and Innovation Kevin Anderson - who looks after racing - has weighed into the debate, but made it clear the dispute is the responsiblity of the Greyhound Racing NSW Board.

"The Dapto Dogs are iconic, not just for Dapto and NSW, but for the Greyhound Racing Industry across the nation,' he said.

"Greyhound Racing NSW and the Dapto Agricultural and Horticultural Society owe it to the 80 year history of regulated greyhound racing in Dapto to stay at the table and find a workable solution."

"The solution must be one that not only satisfies the needs of each organisation, but one which reflects the Dapto community's expectations."

"It is clear that discussions between GRNSW and DPAS have broken down, however it is the Dapto community that will be impacted the most if the organisations cannot reach an agreement."

"I encourage both groups to immediately re-establish communication lines to allow for negotiations to recommence in good faith, and with the Dapto community and the iconic Dapto Dogs front of mind."
