The closest offices are in Warrawong or Kiama.
Ms Watson said more than 80,000 people lived in the Shellharbour electorate, with that number set to rise as West Dapto grows.
"Despite this growth, the NSW Liberal government refuses to deliver a Service NSW centre for our community," Ms Watson said.
Customer Service Minister Victor Dominello said a centre at Shellharbour wasn't on the drawing board.
"Service NSW continually refines the design of its physical network based on demand," Mr Dominello said.
"At this stage there are no plans to open a Service NSW centre at Shellharbour.
"There are currently centres at Wollongong, Warrawong, Kiama and Corrimal."
