Police and Fire and Rescue NSW units were called to the Marine Drive car park around 1.30pm on Sunday.
Fire and Rescue NSW Illawarra duty commander Jeremy Hood said crews worked to free the driver, and stabilise the vehicle due to its precarious position.
"It was down a steep slope and there were fears it could roll over," he said. "So we helped the driver out, and worked to stabilise the van ready for it to be towed."
Traffic - already heavy around the area due to road closures for the Australian Motorcycle Festival at Lang Park - banked up in the area.
