Welsh and fellow Illawarra South Coast players Lexie Palin, Ella Gibson and Lucinda Preoo were named in the NSW women's under-18s team on Tuesday afternoon. Neive Campbell was announced in the under-18s blues (development) side.
Welsh, Palin and Helena Gibbe were also named in the NSW women's under-21s team. Gibson is a shadow player.
They will compete at the 2020 festival - which will feature teams from under-13s through to open grades - at the Illawarra Hockey Stadium from January 4 to 26.
Welsh was captain of the Illawarra South Coast under-18s girls team that secured a NSW indoor hockey title in Goulburn on Sunday. Welsh, Palin, Gibbe and Gibson have now won six straight state championships.
Welsh, 18, said it was great to be picked for NSW alongside Palin and Preoo.
"I'm stoked, it's pretty cool considering it's going to be in Wollongong," Welsh said.
"I've played indoor hockey for a long time. I love my team, we've been together for like six years and won pretty much all of it."
