Emergency services were called to the Housing NSW property at 78 Cliff Road just after midnight, to reports a person had fallen from a balcony of one of the units.
On arrival, they found a 52-year-old man who had come out of a second storey window.
NSW Ambulance Inspector Norm Rees said the man had multiple serious fractures in his leg, significant bleeding, a head injury and possible pelvis fractures.
"As part of investigations, we believe there may have been an argument prior to his fall," Mr Rees said.
The ambulance rescue helicopter landed at Stuart Park to transfer the man to St George hospital.
Due to the man's serious injuries, Mr Rees said it took until 2.15am for doctors and paramedics to stabilise him enough to be transported to hospital.
He said a joint effort from police and paramedics over several hours had helped keep the man stable in difficult circumstances.
"Police applied a tourniquet to his lower limbs to stem bleeding before we got there, which was good thinking on their behalf," he said.
"They had a big involvement in this job, and we supported each other. They are to be commended, as are the paramedics who were on scene."
Initial inquiries indicated the man may have been pushed during a domestic dispute. The block at 78 Cliff Road is well-known to emergency services.
