Traffic was made worse around Albion Park Rail after a two car crash on Tongarra Road near Station Road about 7.15am.
Emergency services and Transport for NSW crews were on site to clear the backlog.
The Illawarra Highway is closed in both directions between Princes Highway and Tongarra Road.
Motorists are advised to avoid the area and not drive through floodwater.
Live Traffic is still reporting one of two northbound lanes is closed due to flooding on Windang Road at Bakers Lane at Primbee.
