Miller is focused on a long-term approach to the representative system, the Illawarra Rugby Union's junior coaching director attempting to establish a long-term pathway from under 10s through to opens.
One of the major changes has been the removal of the traditional under 13 New Zealand tour, with a trip to Canberra and Melbourne instead planned for the season's end.
"We've decided not to do the New Zealand trip this year," Miller said. "There's a huge cost to the parents and we figured domestically we can do things just as well to benefit the kids.
"We are adding an end of season trip, they will go to the AIS in Canberra for three or four days, then a bus will take them down to Melbourne to play a couple of games down there."
