As part of the 12-person limit guidelines released earlier this week, drivers who have already passed that limit have been directed not to stop.
The only exception is if the person at the stop is a school student or a "vulnerable customer".
If the driver stops to let a passenger off and others get on, taking the bus over capacity, they must let those on board know.
There had been confusion in various media reports around the 12-person limit, with a Transport for NSW spokeswoman stating bus companies and drivers had been supplied with updated information from the State Transit Authority on Monday.
"STA issued further advice to bus drivers to be clearer around the overall government position on physical distancing," the spokeswoman said.
"This advice states that bus drivers should not let on further passengers once the maximum physical distance capacity is reached."
