A meeting between the clubs was held Wednesday night, with a number hesitant to play this season as a result of financial constraints caused by coronavirus.
The governing body is currently considering an 11-round season commencing August 2, with all teams starting from zero points.
Wollongong Wolves coach Luke Wilkshire said his side is ready to take to the field the moment the competition kicks off.
"It has been frustrating, but we're edging closer," Wilkshire said. "Hopefully we'll have some more clarity in the next week.
"We've got enough time for at least half a season. We just want to get back to playing.
"It's important for people to bear in mind that all players and clubs are in a unique situation. We need to put the game first and foremost."
