The road was closed on June 15 for two months to carry out slope stabilisation work, with traffic heading to and from Sydney required to head through Thirroul and Bulli Pass.
"Transport for NSW crews have been monitoring traffic on Bulli Pass during peak periods since work started and have observed low traffic volumes and minimal queuing," a Transport for NSW spokesman said.
Traffic counts had recorded an approximate 11 per cent increase immediately north of the Lawrence Hargrave Drive-Bulli Pass intersection when comparing the Wednesdays before and after closure.
Part of the mitigation measures include temporary traffic lights southbound on Bulli Pass.
The lights operate during the morning and afternoon peaks on weekdays and between 10am and 6pm on weekends, and traffic controllers were on site only during these times.
