The pair worked together at the Sydney Kings and throughout Goorjian's time as a head coach in China, with their union going back to 2006.
In announcing the news, Jackomas expressed his excitement to arrive in Wollongong and help build a winning team.
"I can't wait to work with Brian again and help lead The Hawks through this exciting new era for the club," Jackomas said.
"We look forward to developing a winning culture for the club and building a team Hawks fans can be proud of."
Jackomas has considerable experience developing emerging players and Goorjian said those skills will be an asset to the Illawarra-based organisation.
"I am delighted that Jacob has accepted the position of assistant coach," Goorjian said.
"We have worked together over a number of years in Australia and China. I have tremendous respect for his basketball knowledge and his ability to nurture talent.
"He is very competent at basketball analytics and will definitely bring a high energy to the program. Players have always enjoyed working with him which is very important. He and I have an excellent working relationship based on mutual respect and trust."
New Hawks co-owner Dorry Kordahi, who purchased the franchise last month, said the team will continue to recruit staff in the coming weeks.
"It's great to have Jacob on board," Kordahi said. "Having Jacob work with Brian for so many years brings a strong connection and level of understanding among them both which will give an instant impact in our coaching department.
"His credentials will help the Hawks reach their potential on court this season and beyond.
"We will look to finalise the rest of the Hawks' coaching line-up in the coming weeks as Brian and Jacob transition to their new roles in Wollongong."
