At the height of the storm on Monday, more than 15,000 customers were without electricity due to the extensive damage caused by strong winds and torrential rain.
Almost 200 electrical hazards are still in need of repair.
Extra crews from the Illawarra and Western Sydney have been brought into the Shoalhaven to assist local crews with the repair effort.
As the weather clears, residents are reminded to stay at least eight metres from fallen powerlines and report them immediately by calling Endeavour Energy's emergency line 131 003.
The main areas without power are SANCTUARY POINT (1642), BAWLEY POINT (800), OLD EROWAL BAY (544), ULLADULLA (387), BERRARA (376), KIOLOA (326), MILTON (320), WORROWING HEIGHTS (311), WOOLLAMIA (290), CUDMIRRAH (248), ST GEORGES BASIN (193), BENDALONG (168), SWANHAVEN (129), TERMEIL (111), HYAMS BEACH (65), MOLLYMOOK (55), SUSSEX INLET (43), FALLS CREEK (32), YELLOW ROCK (23), WOODSTOCK (22).
Earlier: Up to 10,000 homes and businesses are without power in the Illawarra and South Coast on Monday night as Endeavour Energy crews continue to battle damaging winds and heavy rain
A spokesperson for the energy provider said there are more than 9500 homes and businesses without power.
That includes 188 at Albion Park Rail, 1821 at Sanctuary Point, 1030 at Ulladulla, 1004 at Burrill Lake, 800 at Bawley Point, 731 at Manyana, 700 at Mollymook Beach, 657 at Mollymook, 464 at Erowal Bay, 427 at Lake Conjola, 376 at Berrara, 329 at Woollamia, 326 at Kioloa, 262 at St Georges Basin, 196 at Dolphin Point, 176 at Cunjurong Point, 170 at Bendalong and 116 at Milton.
The Illawarra Mercury is also receiving reports of a blackout at Thirroul affecting many businesses and homes.
An Endeavour Energy spokesperson said more than 260 electrical hazards have needed to be repaired on Monday, mainly due to fallen trees and powerlines.
The damaging winds and heavy rain is expected to continue into Tuesday and further network damage and customer outages are expected.
"The focus today has been to keep the community safe from fallen power lines and, where possible, restore power to customers by switching around damage and restore power from other parts of the network," the spokesperson said.
"Customers should prepare to be without power overnight given the scale of the damage and difficult working conditions as the storm persists.
"We will continue to send SMS messages to affected customers to update them on progress on restoring their power supply."
Fresh crews from Western Sydney and the Illawarra will move into the Shoalhaven region on Tuesday morning to help local crews undertake repairs and safely restore power to homes and businesses as quickly as possible.
There is also some flooding on Illawarra Highway between Princes Highway and Taylor Road between Albion Park Rail and Albion Park.
Meanwhile there are many road closures in the Shoalhaven. A full list can be found at the Shoalhaven City Council website.
And the NSW SES is forecasting moderate flooding around the Sussex Inlet area where the Bureau of Meteorology is predicting a rainfall and river height peak around 2am.
The river height at the Sussex Inlet gauge at 04:10pm was 0.99 metres and was rising
It is expected to peak at 1.10m metres at 2am Tuesday.
Dangerous floodwaters are expected in low lying areas along the inlet, including caravan parks, roads and properties and their dwellings
Jacobs Drive leading into and out of Sussex Inlet and River Road on either side of the Badgee Bridge as well as other local roads will be impacted.
The SES is advising people in the area prepare properties for flooding, listen to flood warnings and follow the advice on how to protect themselves, family and property.

During the day the SES Wingecarribee flood rescue team was called to rescue four donkeys stranded by rising floodwater on the Southern Highlands.
And NSW SES volunteers from Kiama rescued 6 cows from floodwaters on a property south of Nowra.
The team used a flood boat to move the cattle to higher ground.
