An 18-year-old man, two women - aged 19 and 20 - and a 14-year-old boy were located on Shellharbour Road, Warilla.
They were arrested and taken to Lake Illawarra Police Station.
The Warilla man and 20-year-old Windang woman were both charged with 65 counts of destroy or damage property.
The pair were refused bail to appear at Wollongong Local Court on Thursday.
