The 20-year-old grabbed four tries in as many outings at the Nines in February, including a hat-trick against Penrith, to be named in the team of the tournament.
It was enough to see his under 20s contract upgraded to a full-time development contract. He's due to graduate to the Dragons top 30 next year, though squads are expected to shrink to 28 players as club's tighten their belts post-COVID.
Either way, it's a valuable opportunity for the Orange product to show his wares at NRL level, coming in for the rested Mikaele Ravalawa.
It'll see him play outside young-gun Zac Lomax on the right edge up against Raiders pair Jarrod Croker and Nick Cotric.
Interim coach Dean Young has said he will always pick his absolute best 17 while his side is a live finals chance, but hinted it could change should they fall out of the race.
With that now being the case, Ramsey could be the first of several young guns given a taste in the top grade, with the likes of Jayden Sullivan and twins Max and Matt Feagai waiting in the wings.
With no football on offer for players not picked in the 17 each week, captain Cam McInnes expects the youngsters to be chomping at the bit to get on the park.
"The guys that are going to get the opportunity to play, it'll be exciting for them," McInnes said.
"A lot of them have been working hard behind the scenes and haven't had much footy this year or none at all.
"If some of them do get the opportunity I'm sure they'll be excited to play and want to put their best foot forward."
In other changes Paul Vaughan returns from a two-week suspension to start in the front row alongside Kaide Ellis, who's been promoted to start with Blake Lawrie and Josh Kerr reverting to the interchange bench.
Tyrell Fuimaono is the man to drop back to an extended bench with Eddie Blacker, Brayden Wiliame and Max Feagai.
Finals are off the table but McInnes said his side owed it to fans and staff to finish the year strongly before new coach Anthony Griffin arrives.
"It'll be a new chapter for us as a team but, at the moment, I'm quite focused on the last three weeks," he said.
"I feel this club, the people here right now, is owed a big three weeks from all of us here.
"It's been a disappointing couple of years for the club, for the fans, for everyone involved in it.
"As players we owe it to everyone to put a big three weeks in. That's my focus. I honestly want these three weeks to be the best three weeks of the last two years from us.
"I get that the [finals] pressure is off but we owe it everyone to finish strong."
