Councillor Andrew Sloan was re-elected as deputy after a contest with Don Watson.
The deputy vote was conducted via secret ballot, with Cr Sloan elected 5-4.
"Thank you everyone, this has been a fairly unusual year, we've managed to get through it somehow or another," Cr Honey said.
While their terms usually go for two years, the mayor and deputy were elected for a one-year term, due to the postponement of the local government elections until September 2021.
Council elections, originally scheduled for this month, were postponed due to the COVID-19 pandemic.
