Timothy James Keeble is facing up to two years behind bars after pleading guilty in Wollongong Local Court on Tuesday to one count of filming a person's private parts without consent for sexual gratification.
A set of agreed facts tendered to the court by police said Keeble's actions were "calculated" and "brazen", with the entire incident caught on the supermarket's CCTV cameras.
The victim told police she had been left shaken and concerned by the incident, having been unaware of what was occurring until Keeble's phone bumped into her leg during the last act of filming.
The facts said Keeble was seen entering the Coles store at Figtree Grove just before 7.30pm on September 1, where he purchased groceries before returning to his car.
He was then seen to return to the centre and make his way into Woolworths.
The CCTV captures Keeble enter one of the aisles at 7.49pm carrying a green plastic shopping basket.
Police said he was seen to be fiddling with "something within the basket", which police claim was a recording device.
The 51-year-old is seen to approach the victim, who was standing facing the shelves, and hold the basket "strategically between her legs".
"He does this on three separate occasions without the victim knowing," the agreed facts said.
The court heard Keeble then put the basket on a foot stool and removed the recording device - believed to be his mobile phone - from the basket and again approached the woman.
The footage captures Keeble bend down behind the victim and position the phone between her legs. He withdraws after several seconds, then approaches her again and repeats the same actions.
He then stands up for a second time and appears to review the device before leaving the aisle.
"The victim is completely unaware of the calculated actions of the accused," police said.
Meanwhile, the CCTV footage shows Keeble return to the same aisle about 30 seconds later and bend down near the victim again, placing the device between her legs to make a further recording.
However, five seconds into the recording, Keeble's phone bumps into the woman's leg, causing her to turn around and confront him.
He can be seen turning around quickly and hiding the phone in the pocket of his jumper, with the woman later telling police Keeble had said he was looking for an item on the bottom shelf.
He stayed in the aisle for a few seconds before leaving the store.
The woman reported the incident to a staff member and asked for the CCTV footage from the aisle to be reviewed.
She also had an employee accompany her out to her car.
Meanwhile, Woolworths staff viewed the footage and notified police the following day.
Keeble was arrested at his home on Robsons Road on September 7, at which time police seized his phone.
Detectives said he was remorseful and made "full and frank admissions" to filming the woman's private parts during a subsequent interview at Wollongong Police Station, describing his actions as a "personal fetish".
Police labelled Keeble's actions "brazen", he appeared to have no concern at the possibility of being caught.
Keeble remains on conditional bail and will face court in November for sentencing.
