Premier Annastacia Palaszczuk's promise, on just the fourth day on the hustings, comes with postal voting packs being mailed out to voters from Monday.

"I want our students to get the best start in life. I want our students to be able to learn and to prosper, to pursue their dreams and to go on to any work that they desire," the premier said in Cairns on Friday.

Under Labor's plan, $433 million will be available for new classrooms and administration buildings at public schools, and another $258 million for multi-purpose halls and performing arts centres.

The government has also promised to fund $180 million in capital works for private and Catholic schools.

Ms Palaszczuk says the funding will ensure the education system can accommodate a growing population and will create 3000 construction jobs.

Treasurer Cameron Dick said the funds will be borrowed, which is prudent with interest rates so low.

Under sustained questioning Mr Dick reaffirmed Labor's commitment to no new or increased taxes.

"We're not increasing taxes. I don't how many times I have to say it: there will be no new taxes under the Labor government if we're re-elected," the treasurer said.

Meanwhile, Liberal National Party leader Deb Frecklington pledged to aim for a budget surplus within four years if she is elected.

She said it was the LNP's "fiscal principle" to return a budget surplus by 2024 "if possible" by boosting economic growth.

Ms Frecklington again ruled out new taxes or public servant redundancies, but would not elaborate on how she planned to get the state back in the black.

"You know how we do (that), by working extremely hard, by backing Queensland manufacturing businesses, by growing our economy, by not wasting money on things like changing a hospital name, like making sure we control government expenses," she said in South Townsville.

The LNP leader restated her plan for a $20 million fund to promote Queensland manufacturing products.

Under that plan, first announced in July, manufacturers will be able to apply for grants of up to $50,000 over the next two years.

"Queensland should be loud and proud about our manufacturing," Ms Frecklington said.

"We make and build incredible things here in Queensland, but we can do better."

She also promised to bring in tougher laws to help stop crime in Townsville, where she claims residents are suffering.

"They're hurting because their shops keep getting broken into, their cars keep getting flogged, and they don't feel safe on the streets. It is only the LNP that have got a tough plan for crime," she said.

The LNP leader has promised to place offenders in mandatory detention for a third offence, to tighten youth justice laws and lay down tyre-shredding bitumen on roads to discourage hoon drivers.

"If you do the crime, you will do the time," Ms Frecklington added.

Queenslanders go to the polls on October 31.
