Batting first, Illawarra slumped to 4-35 against the Orana Outlaws, before Aaryn Kornberger and captain Mitch Hearn worked to make a defendable total of 9-117 off their 20 overs.
It mattered little, as Armstrong, who has been a key figure for Eastern Suburbs in Sydney first grade, made short work of the chase, smashing 63 off just 33 balls.
The Outlaws ended up 1-120 off just 12.1 overs, continuing Illawarra's Regional Bash misery, having made it to the SCG just once in the competition's five-year history, where they were beaten in the semi-finals by Northern Inland in 2015.
Meanwhile, Hearn had more success with club team University, which demolished Wests on Saturday.
Wests were bowled out for just 105 in 38.4 overs, with Hearn taking 3-19 off seven overs and Angus Cumming 3-11 off 8.4 overs.
In other matches, Dapto's Dale Scifleet scored 155, with 18 fours and two sixes, as well as 3-24 off 5.5 overs to beat Corrimal 32 runs.
