A development application has been lodged for the project, which would be located at the end of Hamilton Road and will feature self-care units and a private access road.
"Four proposed dwellings ... are proposed to have direct frontages and access to Hamilton Road," the application stated.
"The remaining 35 dwellings are proposed to have direct frontage and vehicular access to a proposed internal private road that is proposed to be maintained as an asset of the retirement village development."
The proposed development is in the vicinity of the long-planned Albion Park bypass at Tripoli Way.
"Council has advised the applicant to consider the potential impacts of the proposed bypass upon the future amenity of residents in relation to traffic noise and the potential for the development to be disadvantaged in terms of pedestrian access to services and facilities in the Tongarra Road business and retail precinct," it stated.
