The Wollongong-based club announced on Wednesday that they had signed the former Sydney FC and Brisbane Roar striker for the rest of the season.
With Tomer Hemed and Jaushua Sotirio sidelined with injuries, and David Ball suspended, head coach Ufuk Talay has looked to strengthen his attack. And Lokoli-Ngoy is set to make his Phoenix debut this Sunday against the Western Sydney Wanderers at WIN Stadium.
The 23-year-old, who trialed with Wellington during the pre-season, said he was excited for the opportunity.
"I obviously had pre-season with them and then went back to (NPL club) Marconi. I was then having lunch with my mates and 'Uffie' (Talay) gave me a call and told me to come down and sign, so I was pretty excited. Me and my mates were just hugging each other, it was a good moment," Lokoli-Ngoy said.
"I didn't play as much in the A-League as I wanted to before, I was a young man and didn't get a lot of opportunities. So I went back to the NPL to get more minutes. Obviously my goal was to get back to the A-League. I tried to score goals and put myself out there.
"When I was at my NPL club, I tried to train almost every day so if the opportunity came up, I could take it with both hands."
On Saturday, Talay confirmed that Lokoli-Ngoy would be on the Phoenix's bench for the Wanderers clash.
Lokoli-Ngoy hopes to make an immediate impact for the side, which has recorded just one win this season.
"I like getting forward and running, I'm pretty quick. I like the way they [Wellington] play. I like to get forward and score goals, that's what I want to do," he said.
"I want to help them in that department and do whatever the team needs me to do. I want to pay back Uffie and the club for the trust they have in me. I want to take this chance with both hands, it obviously doesn't come too often. I want to work hard on and off the pitch."
