NSW Ambulance paramedics were called to a residential cul-de-sac - Beveridge Street - about 10.45am on Monday.
They found a 25-year-old man trapped under the truck with severe lower limb injuries including fractures and a mutilated foot.
As at 11.23am, the man has been freed and taken under police escort by road ambulance to the helipad at Shellharbour Airport, where he will be taken to hospital by helicopter.
The truck driver is undergoing a routine assessment but is understood to be physically unharmed.
