Police responded to reports of an assault on a 12-year-old girl about 3.30pm Monday.
Lake Illawarra police officers found the girl wtih facial injuries and she was treated by paramedics.
Police will allege the girl was attacked by another girl known to her, before an onlooker intervened.
A 17-year-old girl was arrested and taken to Lake Illawarra Police Station, where she was charged with affray, assault officer in execution of duty and assault occasioning actual bodily harm.
The teen was granted conditional bail to appear at a children's court on May 25.
Police were called back to the address at about 6.15pm, after recieving more reports of a brawl.
An 18-year-old girl was arrested after she allegedly refused to leave and threatened officers.
She was taken to Lake Illawarra Police Station and charged with affray, assault officer in execution of duty and refuse/fail to comply with direction.
A 23-year-old man was also arrested after he allegedly tried to intervene and refused to leave.
He was charged with rider not wear approved bicycle helmet/fitted/fastened, affray, refuse/fail to comply with direction and resist officer in execution of duty.
Both have been granted conditional bail to appear at Port Kembla Local Court on May 26.
