Lendlease will cover the cost of upgrading the road from the development area's eastern boundary to Tripoli Way, including Manson's Bridge, after Shellharbour City councillors unanimously agreed to the deed of agreement at Tuesday's extraordinary meeting.
The road upgrade was a condition of approval of the Calderwood concept plan, which was granted 11 years ago.
The Calderwood Road work was earlier not thought to be required for a substantial period of time, but the council has now received a number of development applications for land belonging to Lendlease and other developers.
If these applications were approved they would allow for another 1000 dwellings, in addition to the 1800 homes already given the green light.
As a result, a report to the councillors said, it was now considered necessary to address the approval condition requiring the upgrade of Calderwood Road.

The upgrade must be delivered by the end of 2027.
Lendlease will cover not only the construction costs, but the costs of acquiring land that might be required for the road reservation and realignment of Manson's Bridge.
The report to councillors said Lendlease advised the council it sought to negotiate an agreement with other landowners for pro-rata payment regarding the Calderwood Road upgrade.
Lendlease will provide bank guarantees to cover the cost of outstanding works, should the deed of agreement not be honoured.
The agreement will address an outstanding issue in court proceedings brought by a developer.
Shellharbour City Council is a respondent in an appeal against a rejected development application and while many issues have been resolved, the road upgrade has been among those yet to be settled.
