Mollymook's Bates was impressive during the open men's heats in one-foot surf at Birubi Beach to book a spot in the final, where he triumphed with a total of 17.50 from Wesley Fry and Ray Hughes.
Bates was one of three athletes to be named state champions on the day.
Avalon's Indy Rose took out the juniors final with a solid total of 17, while North Entrance surfer Terrene Black took out the open women's SUP division.
The NSW titles are being held as part of the six-day Port Stephens Surf Festival, with SUP action to continue on Tuesday.
