The school moved to another location in 1999 and some buildings were removed in the early 2000s.
Remaining structures were destroyed by fire in 2013.
A new owner purchased the site from Port Kembla Copper in 2015 and has been working with council to allow it to be developed.
An initial planning proposal was rejected by the NSW Planning Department due to the concerns the expansion of the port would result in increased traffic, dust and noise unsuitable for any incoming residents.
Concept plans at the time featured 100 dwellings in the 2.1-hectare site, including single-storey buildings.
At Monday night's council meeting, councillors will consider whether to approve the preparation of an amended proposal, which would see the land rezoned to allow for medium density residential development.
The revised concept includes an increase in dwellings to around 125 in two-storey and five-storey buildings.
