"I freak out whenever I go through that intersection now," he said.
"If it was our daughter, or someone else on their P's, they'd be dead."
The man says he was on his way to pick up his daughter when he stopped at the intersection of Farmborough Road and the Princes Highway shortly after 11pm on Saturday, May 1.
As the light turned green he began to enter the intersection, turning right to go south, when he noticed something out of the corner of his eye.
"I hit the brakes and looked right - I could see a vehicle driving into the intersection, going north from south," he said.
"As they came over the pedestrian crossing they turned the [police] lights on.
"The vehicle next to me hadn't stopped when I did.
"The police car flew past me and they hit the back of it.
"The police car travelled a good distance before stopping, and the other vehicle spun 180 degrees and landed in a driveway.
"It was lucky there were no serious injuries."
If it was one of us we'd cop a good fine
- Crash witness
The man said he attended Lake Illawarra Police station to report the incident shortly afterwards, and had been told police would follow up with him in coming days.
He said he struggled to speak calmly, as he was still shaken from the close call.
He said he has not heard anything further further from police.
NSW Police were asked about the incident.
A spokesperson confirmed a police vehicle had been involved in a crash at that intersection on May 1.
"Police are investigating a collision involving a police vehicle at the intersection of the Princes Highway and Farmborough Road at 11.15pm on Saturday, May 1," a NSW Police spokesperson said.
"As inquiries continue police are appealing for witnesses, including motorists with dashcam vision, to call Lake Illawarra Police on 4232 5599 or Crimestoppers on 1800 333 000."
The witness said he was keen to see the outcome of the investigation.
He was adamant the police vehicle did not have lights and sirens on as it approached the intersection, and did not slow down.
"I want to know what the repercussions will be," he said.
"If it was one of us we'd cop a good fine."
