The council received a development application in April to construct a two-storey boarding house for 11 people at 13 Darley Street.
Residents have since formed two petitions, one with 177 signatures and another with 71 signatures, to voice their disapproval.
The issues include concerns the development is unsuitable for the area; noise; safety; density being disproportionate for the site; and a lack of infrastructure to support the development.
A report that went to councillors said multiple signatories had put their names on both petitions.
The development application is under assessment.
