The two-day festival will take place at the Kiama Pavilion on September 24-25.
This year's line-up of more than 20 acts features Indigenous performer Shellie Morris from Queensland, singer/songwriter Judy Small from Victoria, folk-bluegrass band The Button Collective, Victoria Celtic band Saoirse, Tasmanian singer Daniel J Townsend, Sydney's tango-folk band Chutney, the Redfern Shanty Club, and Kiama favourites The Water Runners and Penny Hartgerink.
Illawarra Folk Club artistic director David De Santi said the club was pleased to be able to host the festival in 2021, after the 2020 event was called off due to the COVID-19 pandemic.
"It is just so good to be planning a folk festival again," Mr De Santi said.
"All the performers are just itching to get back to what they love doing, and I am sure that music fans will feel the same.
"Folk By The Sea had built up a great tradition in Kiama, and we were devastated that we had to cancel last year.
"We are thrilled with the line-up for this year's festival, which features some of Australia's top folk music talent.
"But that is only part of the story. The main thing is that we are celebrating people getting back on-stage, and putting on a great show - with all the COVID-safe protocols in place, of course."
The eighth edition of the festival will take place from 5pm to midnight on September 24, and from 9am to midnight on September 25.
Mr De Santi said ticket numbers would be limited, according to COVID-19 restrictions in place at the time of the event.
He said NSW Government Discover Vouchers would be accepted up until July 31.
Tickets and the full program are available here.
