Wearing masks indoors has been extended for another seven days and includes all of Greater Sydney, excluding the NSW Central Coast and the Hunter region.
NSW Premier Gladys Berejiklian said a number of people had contracted the virus in a "very fleeting exchange", highlighting how contagious it is.
"At this stage, we feel the response we are having is proportionate to the rest because we did predict and assume that all household contacts ... are likely to develop the disease given how contagious it is," she said.
NSW chief health officer Kerry Chant said officials were only concerned about two of the new cases; a woman in her 20s who works at Bondi Junction and a student from St Charles Catholic Primary School in Waverley.

The federal government will contest a draft recommendation by UNESCO's World Heritage Committee to list the Great Barrier Reef as "in danger".
The report cited successive bleaching events as being of particular concern and said the long-term outlook for the reef had deteriorated from "poor to very poor".
Federal Environment Minister Sussan Ley said Australia was "blindsided" by the report because United Nations officials assured the government the reef would not face a recommendation like this before the July meeting.
"It is almost unheard of for a site to be added to the endangered list, or recommended ... without the necessary consultation leading up to it," Ms Ley said.
"It is a deviation from normal process."
South Australia's outgoing Treasurer Rob Lucas has delivered his eighth and final budget after almost 40 years in parliament.
Mr Lucas will retire at the next election in March, but says he's just as excited about the state's future as he was four decades ago.
On Tuesday, the Treasurer outlined a budget that forecasts a $1.39 billion deficit on the back of extra spending to help the recovery from the coronavirus pandemic, but it also detailed a return to surplus the following year.
