Under the proposal, to be considered by Wollongong City Council on Monday, the land - which was previously identified for building a prison - would be rezoned to allow heavy and light industry as well as medium density residential living and environmental management.
Other land would be rezoned from environmental conservation to light industrial, and some from light industrial to environmental management.
The proposal seeks to make changes to the Wollongong Local Environment Plan to change zonings, floor space ratios, minimum lot sizes and maximum building height.
A 48.5ha "biodiversity stewardship site" would also be established in association with the NSW Department of Planning, Industry and Environment.
The land is immediately across the road from the Soilco green waste recycling facility, stretching west from the corner of West Dapto Rd and the Princes Hwy.
Council planning staff have recommended a draft planning proposal be prepared so it can go to the department for a gateway determination, which would allow public exhibition of the plan - but not before an amended flood study and archeological testing is supplied.
Information is also required to "justify the inconsistencies with ministerial directions".
