The site for the new community centre and library is on the corner of King and Greene streets in Warrawong.
The ground floor will include a cafe, amphitheatre and community lounge while level one will include the library space.
Council had been working on a concept design for the library and community centre following community engagement in 2019.
"We asked the community how we could make the facility a welcoming and accessible place for all and what people wanted to be able to do there," a spokeswoman said.
"Many provided valuable feedback which helped shape the vision and design for the building which now includes an outdoor community space - the town square.
"We are excited to bring you the first look of our new district facility and invite your participation in bringing the town square to life."
The council will be holding online information sessions - the first of which is July 26 - where people can ask questions about the project.
