Vaughan had his lucrative $800,000 per year contract with the Dragons torn up after he hosted a now infamous house party with 11 teammates at his Shellharbour earlier this month.
It was his second breach of NRL COVID protocols, prompting the Dragons to end his time in Wollongong. He'll now join fellow Dragons castoff Matt Dufty at Belmore next season.
Bulldogs coach, Trent Barret said the 30-year-old will bring valuable experience to a club in the midst of a rebuild.
"Paul is someone who will bring both ability and experience to our young pack for next season," Barrett said.
"Everyone knows what a damaging ball-runner he is and the impact that he can have on a game and we believe that we will be able to harness that moving forward.
"I know that Paul is excited about the opportunity to come and join us and we believe that he still has a great deal to offer in the game."
It's understood the Dogs will apply to the NRL to have Vaughan's eight-week suspension over the house party breach served this year to make him available for round one next season.
