Businesses and community groups who are tenants of council properties can apply to have all or part of their rent waived for 31 days.
"If you are experiencing financial hardship as a result of the COVID-19 pandemic, I urge you to please contact council to discuss your options," Shellharbour Mayor Marianne Saliba said.
Other council assistance measures included ensuring businesses are paid within a week of receiving an invoice.
Ratepayers are able to fill out a financial hardship request and council will also remove interest charges on outstanding rates for 31 days and scrap the credit card surcharge for the duration of the lockdown.
