On Monday morning, the B-double got into trouble negotiating one of the infamous tight hairpins on the pass.
As a result traffic in both directions was held up for six hours.
A NSW Police spokeswoman said the Queensland driver was fined $691 over the incident, but the offence carried no demerit points.
According to a Transport for NSW spokesman the truck should never have been on Macquarie Pass.
"Restricted Access Vehicles - including B-doubles - are not permitted to use Macquarie Pass," he said.
There are no signs along the pass warning drivers of these limits, the Transport for NSW spokesman saying it was up to drivers to be aware of the limits.
"It is the driver of a heavy vehicle who is responsible for checking any restrictions on their route before embarking on journeys," he said.
The spokesman also said Transport for NSW regularly assessed roads and networks for suitability for various uses.
It is far from the first time a truck has been stuck on the pass - in fact, there was another one earlier this month.
