The package was put together by council staff to help businesses and individuals deal with the financial impacts of COVID-19.
Among the measures is a plan to waive casual parking fees in targeted off-street parking locations through to the end of the year.
Also, the interest on overdue rates and charges on current 2021-2022 rates will be cut to zero per cent from July 31 to the end of November.
"It's the outcome of a lot of considerations to address this particular crisis," said Wollongong Lord Mayor Gordon Bradbery.
Cr Tania Brown said the total package was worth almost $2 million and targeted many of the affected areas.
Cr David Brown noted $2 million was not the extent of the cost of COVID to council, saying there were also forgone fees and other costs.
"Packages like this will be a real help to people who are doing it hard," he said.
The motion was passed unanimously.
