She will still chase an answer as to why the region had been in lockdown for seven weeks and counting.

At Tuesday night's Shellharbour council meeting, councillors voted to lodge a freedom of information request to the office of Premier Gladys Berejiklian and NSW Health to look for reasons why the region was in lockdown despite not having any COVID cases.

The next day, the region recorded its first COVID case of the current lockdown - that of a man mainly working from home in Shellharbour but who had to travel to Sydney from time to time.

While that may seem to lend support to the NSW Government's case to plunge Shellharbour into lockdown, Cr Saliba doesn't see it that way at all.

Instead, she said having just a single case weakened the suggestion that it was the region's links to Sydney that necessitated the lockdown.

"All this does is reinforce to me Shellharbour is not that connected to Sydney - we've only had one case in the seven weeks," Cr Saliba said.

"If we were really connected we would be having cases like other local government areas in the greater Sydney area."

The council's freedom of information request would still be going ahead, Cr Saliba said, because the government couldn't just "spin a line" about the region's interconnectivity.

"What I expect to get is the evidence that said that Shellharbour had to be locked down with Greater Sydney," she said.

"Who decided Shellharbour was the boundary and why? I don't think there will be any evidence given - if you have a look at the estimates committee when [Health Minister Brad] Hazzard and Dr Kerry Chant were before it, he has made it very clear that no information would be provided because it's protected under the crisis cabinet."

Instead of being lumped in with Sydney, Cr Saliba pointed to the much shorter one-week lockdowns put in place at Byron Bay, Coffs Harbour and Tamworth.

Cr Saliba pointed out all those places reported COVID cases before Shellharbour.

"What I would expect is that they would treat us the same way they're treating these other regional areas," she said.

"If there's no further contamination after seven days of lockdown we should be getting out."
