From September 13 fully vaccinated people from the same LGA can gather in groups of five outdoors.
For many the announcement was less than what they had hoped for. Others are confused about how police will be able to determine whether people are vaccinated or not.
Talks about opening up select industries for the vaccinated are ongoing, and one on the table is hairdressers.
Justine Snelgrove, of Hair and Harlow Fairy Meadow, says this would put an unfair burden on business owners.
"Everybody is super keen to get back to work, everybody is super keen to get back to the haridresser," she said.
"But if we're only able to accept vaccinated clients, I think it will be really hard as business owners to police that.
"Do we have to ask for proof of people's medical history before they book an appointment? People aren't going to be happy about it, and we're going to be in the firing line."
Ms Snelgrove said she thought more consistency, not less, was key to ending the lockdown.
"They need to get to the per cent they want vaccinated and let everybody out," she said.
"There's talk of opening different things - people are going to try and push the boundaries.
"I don't know what it would look like to have different industries and Local Government Areas open and closed, and it seems like one of the more confusing things they've spoken about."
Ms Snelgrove said being allowed to have a small number of guests at home might be a milestone more people could look forward to.
"Being able to have some people over - meeting five people outside vs having five people over to your home," she said.
"That would be a really good start.
"I know they're not going to just open everything and that's that, but I don't think five people at a park is something we had in mind to look forward to.
"Even just being able to have a small number of family and friends over would have sat better with people."
