Police tried to stop the motorcycle at the intersection of Hopetoun St and Central Avenue about 4pm, due to the rider's manner of driving, a spokeswoman for NSW Police said.
The rider, believed aged in his 40s, allegedly failed to stop before crashing into a nearby curb.
His bike came to rest in a near-vertical position against a parked car.
The man suffered serious leg injuries including at least one compound fracture.
He was taken by road ambulance to Shellharbour Airport and flown to a Sydney hospital.
Officers from Lake Illawarra Police District set up a crime scene on the street. Police inquiries into the matter are continuing.
