Video from the crash's aftermath shows the highway patrolman left standing stunned on the roadway after the driver he'd been chasing fled on foot about 10am yesterday.
The 31-year-old man was arrested at a Primbee property soon afterwards.
The collision occurred at the intersection of Shellharbour Road and King Street.
An eyewitness, Cris Trindal, told the Mercury the police car was pursuing a dark grey car from Shellharbour Road into the King St intersection when the cars collided.
"Police put the sirens on maybe 30 seconds before the crash," Mr Trindal said.
"Both cars came through the traffic lights. The car in front went to turn left and the police car hit straight up the side of it.
"Then probably 10-15 seconds later, the driver jumped out the car and took off towards Primbee."
The driver, described as aged in his mid-20s, was wearing dark tracksuit pants, a hoodie and no shoes as he fled, Mr Trindal said.
His passenger, a 32-year-old woman, remained in the car. She was later assessed by paramedics for hip pain, but did not require transport to hospital, according to NSW Ambulance.
"[The passenger] was a bit groggy because the impact pretty much hit the passenger side straight-on," Mr Trindal said.
Police later arrested a 31-year-old man at at the back of a house on Lakeview Parade at Primbee in connection with the pursuit crash.
The man was later charged with aggravated break, enter and steal, police pursuit - driving in a manner dangerous, resisting arrest and being an unlicensed driver.
He was refused bail and will appear in Wollongong Local Court on Thursday.
In a statement, NSW Police said the crash occurred when officers from The Hume Highway Patrol tried to stop a Ford Falcon sedan for a random breath test on Shellharbour Road, just after 10am.
A male senior constable suffered a minor hand injury in the crash. He was taken to Shellharbour Hospital.
