Mr Reid said his thoughts were with the friends and family of the woman, who was aged in her 90s.
The care centre is currently caring for 20 residents who have been diagnosed with COVID-19, including a resident who has returned from Wollongong Hospital after receiving further treatment.
Mr Reid said he is hopeful in coming weeks a number of residents will meet the criteria for recovery.
"By early November, we're expecting several residents to reach the criteria of 14 days since returning a positive swab and three days with no symptoms," Mr Reid said.
"This group of residents currently remain stable with no symptoms, which is very encouraging."
A number of other residents "have more challenging symptoms," Mr Reid said.
Since the outbreak began on October 6, 26 residents have tested positive to COVID-19, as well as six staff.
"Five employees diagnosed with COVID-19 continue their recovery at home," Mr Reid said.
"One employee has met the recovery criteria so far and we expect more to do so over the coming days and weeks."
All results from yesterday's COVID-19 tests of residents and staff were negative.
"While the results of tests are encouraging we remain vigilant and continue to operate in accordance with our outbreak management plan, and act on advice from state and federal health authorities," Mr Reid said.
